Where to get Disciplinary Command
Disciplinary Command comes from a mistcaller in a mist dungeon. You need to Mists of Tirna Scithe and kill the second boss for you to have a chance to get the Legendary. You can farm it from normal to mythic, so get it since it will be potent in the new patch. This legendary also can be used by all three specs.
Implementation
To fulfill the requirements needed for Disciplinary Command, even though the internal cooldown is ongoing, you have to proc the disciplinary command and meet the requirements, so when the next spell happens, you can proc it immediately.
