Based on recent reports, when you have a keystone master on your one character, you can switch to your alt and also enjoy the benefits of upgrading the gear up to 220 item level. Though alts still have to get the gear considering the double drop rate even when failing the key, you will have an easier time gearing up than before, and through Valor, you now have the path to a higher item level. Only the keystone achievements are shared, and not the other PvP achievements are because you only need to achieve keystone master once, whereas, through PvP, you have to do it by character.
